- Removed enableDesktopWindowingCarouselDetach flag
- detachDesktopCarousel is now always false, except in home quick switch (QuickSwitchState)
- Updated home quick switch controller NoButtonQuickSwitchTouchController to apply DESKTOP_CAROUSEL_DETACH_PROGRESS
