Fixing local atest runs of Launcher tests
...
When running tests locally on CF, installing test apk either fails or returns INSTALL_FAILED_VERIFICATION_FAILURE.
Somehow this doesn’t happen when running on ATP.
For local runs, fixing by disabling verification.

Disabling hidden API checks for Launcher3 tests

This makes atest config functionally identical to the GCL one that's used to run tests in the lab, and will help eliminating test errors in Launcher3 tests.
