fcb9cb7664 Move AllAppsButton placement for desktop environment. 
On desktop environment, we want the AllAppsButton to be on the left side
of the taskbar instead of the hotseat, but retain the functionality of
the button.

d41ce4980d Create new DesktopNavbarButtonsViewController class. 
This CL creates a new DesktopNavbarButtonsViewController class to allow
for taskbar buttons and status icons customization on desktop
environment.
