This cl adds the unpin option by tracking the hotseat/taskbar state. The
option shown is determined by the following conditions:
1. If the target non-predicted item is on the taskbar, shows
"Unpin from taskbar"
2. If the taskbar is not full, that is, reaching the limit of the
available spaces, and the target item is anywhere outside of the
taskbar, including All apps, shows "Pin to taskbar".
3. If the taskbar is full, simply don't show any shortcut option.
This cl also removes the option that will be shown on Launcher
homescreen or hotseat, as further UX alignment is needed.
One note about why the pin shortcut is not implemented in the
getShortcuts(). The reason is that getShortcuts does not have the
ItemInfo of the triggered item, while the SystemShortcut.Factory doesn't
have the hotseat/taskbar information. The simplest way at this point is
to check all the conditions in the controller and then manually add the
shortcut into the list.

requestQuietMode API throws SecurityException in case its called
from a non-default Launcher app.
To mitigate this, we catch the exception and prompt the user

Set content description on the bubble bar when it is collapsed. Only
allow focus on the bar itself. In collapsed mode, bubbles in the bar
can't be focused.
Content description for the bar matches what we have in floating mode.
We include the text for the first bubble and then how many bubbles are
there more.
Set content description on bubbles in bubble bar. When bubble bar is
expanded, only the bubbles are focusable.
Bubble content description matches the floating bubbles content
description. Includes the notification title and app name.

This CL changes the error handling logic in ItemClickHandler to continue with app pair launch when only one app in an app pair is paused. This change introduces an "Add" button that appears when a widget
preview is clicked in the widget picker. This button disappears when the
preview is clicked again, or another preview is clicked. When the button
is pressed, it adds that widget to the picker. The add button is
available in the app-specific widget sheet as well.

This CL fixes 2 issues with app pairs:
- When an app pair is incompatible with the screen size due to a non-resizeable app (e.g. Camera), the app pair will now be properly disabled and display an error message. If the user is on a foldable, it will prompt the user to unfold their phone.
- The app pair icon will now properly redraw with lower opacity when it is disabled.
