Quick patch for PredictionUiStateManager.applyState interrupting allapps
...
Constructor of PredictionUiStateManager posts an action in 5 sec, which
may interfere with the process of opening all apps.
Waiting until the posted action happens.
Hopefully this will fix massive flakes.
