When item is dropped on a existing item resulting in new folder creation, triggers LAUNCHER_ITEM_DROP_FOLDER_CREATED event with details of the destination package.
This change also introduces new FolderIcon item to launcher_atom.proto to represent folder icon.

Addresses:
=> Fix folder icon drop location mapping (was very far off)
=> Fix BubbleTextView drop animation shifted by a few pixels
=> Get rid multiple unnecessary calls to setDragMode(none), was breaking
some of the reorder flow; still some issues to address here.
=> Fix folder icon parallax (didn't work when the folder had a dot)
Test: manual

> Removing some special checks around accessibility drag
> Unifying folder alarm code path for accessible and normal DnD
> Maintaining mDragStartTime inside the dragDriver instead of the callers
> Simplifying some accessibility callbacks
Future cl will create a Accessibility DragDriver and unify it with
other DnD flow

This bug made it hard to create folders in landscape mode because since the
visual center was off, placing the drag view directly in the center of the
cell caused the underlying item to move since the distance calculation placed
the drag view outside of the folder creation range.

When the drag is started, the UI automatically goes into spring loaded mode. On a successful
drop, it is the responsibility of the {@link DropTarget} to exit out of the spring loaded
mode. If the drop was cancelled for some reason, the UI will automatically exit out of this mode.

> Moving all fling related logic to FlingToDeleteHelper from DragController
> Removing fling related methods from DragSource and DropTarget
> Moving fling animation logic from DeleteDropTarget to FlingAnimation
> Simplifying DropTargetBar to directly look for all valid drop targets.
This makes it easier to add new DropTarget in xml.

This is per an earlier CR comment "we should probably move all this code to its own package (launcher3.dragndrop) in a separate cl".
I'm not moving DragSource because it's referred from gsa code.

-> Using the context menu, and a new two stage system, this allows
users to curate icons and widgets on the workspace
-> Move icons / widgets to any empty cell on any existing screen, or
create a new screen (appended to the right, as with regular drag
and drop)
-> Move icons into existing folders
-> Create folders by moving an icon onto another icon
-> Also added confirmations for these and some existing accessibility actions
Limitations:
-> Currently, no support for drag and drop in folders
-> Considering moving the drag view so it doesn't occlude any
content (in particular, when user changes pages)
-> In this mode, accessibility framework seems to have
problems with the next / prev operations

-> We are no longer scaling individual Celllayouts, instead we are scaling
the entire Workspace (and the CellLayouts come along for the ride)
-> Due to the above change, many assumptions were broken. In particular,
our drag and drop / animation archiecture is fairly fragile due to the
frequent and complex mapping of points between different bits of the
hierarchy. This CL contains a number of fixes which address such
breakages.
